Emmit “Chicago” Haskins is lost and directionless following his discharge from the 75th Ranger Regiment. While he is staying with his sister in Minneapolis, she suggests that he invite some of his guys over to the house for a barbecue. They could never know what political firestorm awaits them when they arrive.

The Minneapolis police changed to become more community-focused following George Floyd’s death. After an ambush that leads police to accidentally shoot innocent bystanders, Landon Tayson and his dedicated group of “reformers” set up an occupied zone that the mayor refuses to dismantle in the city’s Arts District. Most people pass it off as a response to police actions, but is there something more sinister afoot?

That’s what Kai Z, a popular podcaster and independent journalist, wants to find out when he sneaks into the newly formed Arts District Occupied Zone. The videos of violent acts he films cause angst for Landon, but it’s Chicago’s defiance of their new laws that the self-appointed president wants to end. After a flag burning leads Chicago to develop an innovative solution to prevent another torching, the leaders of the occupied zone and the Rangers find themselves on a collision course that the police outside the barricades are helpless to stop.
