When is a prowler, not a prowler? When no one sees him.

Lorelei had called the police about the prowler so many times with no one ever catching a glimpse of him. She couldn’t blame them for doubting her. How long before they stopped coming when she called? What would happen then? Would she be like the little boy who cried wolf so many times that when the wolf did come to steal his sheep, no one would come to his aid? Even her husband didn’t believe her.
